Some Laws or Ordinances give a States Department the power to make regulations, orders or rules which have the force of law. These are called Statutory Instruments. They deal with matters of detail relating to the operation of a Law (or Ordinance). For example, the States Social Insurance Authority issues statutory instruments defining the details for claiming benefits and the specific conditions of entitlement.
